- At least 50% of teacher and administrator evaluations based on growth in student achievement as of 2012-2013 school year
- Parent input on teacher and school-based administrator evaluations
- New contracts:
- Category A- Limited one year for first or greater years of continuous employment
- Category B- Limited two-year contract for four or more years of continuous employment
- Phasing out tenure
- Teachers who already have tenure grandfathered in
- Declaration of financial emergency is no longer necessary because this bill makes the flexibility permanent
- Seniority eliminated as a criterion in reduction in force
- Building principals have the authority to select new staff at school level
- Liability insurance options disclosed to all employees
- Repeal of Early Retirement Incentive Program
- Local education organization must represent majority of employees to negotiate
- Elimination of “evergreen”
- Negotiations must be in open session

- State law supersedes local agreements
- Probation period defined by school board for those holding grandfathered renewable contracts
- Supplemental contracts providing extra day assignment shall provide the same right to due process as the main contract the teacher is currently working under
- Administrative employees not counted towards meeting 50% threshold for union representation
- Eliminates one of the two requirements for unions to verify 50% of membership each year
- Compensation shall reflect the last best good faith offer if no agreement is reached by June 10th or the local education organization fails to ratify the agreement
